Subsidies, Transfers, and the Last Mile: Evaluating India's LPG Access Programs

India's Pahal program was, at launch, the world's largest direct cash transfer scheme. How much did it actually save? The Government of India, the CAG, and the IISD each arrived at dramatically different answers - and the gap between them runs into hundreds of billions of rupees. This study examines why, benchmarks India's approach against conditional cash transfer programs in Brazil and El Salvador, and draws out what it means for the design of large-scale subsidy programs globally.
